This report estimates the labour market returns to entrepreneurship programs offered by SYNTRA Flanders in Belgium. We find that adults who successfully finished an entrepreneurship program have a 9% to 13% higher probability of becoming self-employed than equally educated adults who did not finish an entrepreneurship program. Moreover, adults who successfully finished an entrepreneurship program have 10% to 27% higher earnings on the labour market. However, both the effect on self-employment and the effect on earnings tend to fall over time.

This chapter explains the issue of early school leaving and provides several evidence based (international) policy recommendations. First, consequences of early school leaving are explained to show that early school leaving is actually an pertinent problem for both the individual and the society. Second, the available data on early school leaving in Belgium is presented. Third, the predictors of early school leaving are provided. The chapter continues with the current policies implemented in Flanders as well as in Wallonia to tackle early school leaving. The chapter ends with eight new recommendations to improve on the existing dropout prevention policies.

This report provides a detailed overview of the definitions, data sources and predictors of truancy in Brussels. Broadly defined, truancy is the action of staying away from school without good reason. This report highlights the relevance of the issue in Brussels and provides effective policies implemented in both Belgium and other countries to combat the issue. In addition, we highlight some of the problems of the current indicators to capture truancy and devise new indicators based on the current international best practices.

This report informs the Flemish government and the providers of education and training programmes under the authority of the Department of Work and Social Economy about the ways to measure the effectiveness and efficiency of education programmes. First, we define the returns to training. Returns to training can be viewed from different perspectives: the person that followed the program, the company that recruited or wants to recruit persons that followed the program, and the society. Second, we present returns to training measures currently used by the two main training institutions in Flanders: VDAB and SYNTRA Flanders. We see that the current returns to training measures are limited. It is possible to apply better methods for effectiveness and efficiency analysis on the available data and improve the current measures. This report provides an overview of the available methods.

This report explains the issue of early leaving from education and training. It informs the Belgian policy makers in this area by monitoring developments in the design and implementation of strategies, policies and measures to combat early leaving and support student learning. The key areas addressed in this report are the predictors and consequences of early school leaving, and the current strategies and policies against early leaving implemented in Belgium. In addition, we provide eight novel recommendations to tackle early school leaving in Belgium focusing on prevention, intervention and compensation policies.
